22, <br /> (5) Evaluate the effectiveness of the unemployment insurance system <br /> in meeting the needs of low-wage workers when they become <br /> unemployed; <br /> (6) Examine the efficacy of a State earned income tax credit that <br /> would enable working families to meet the requirements of the <br /> basic needs budget; <br /> (7) Examine the wages, benefits, and protections available_ to part-time <br /> and temporary workers, leased employees, independent <br /> contractors, and other contingent workers as compared to regular <br /> full-time workers; <br /> (8) Solicit, receive, and accept grants or other funds from any person <br /> or entity and enter into agreements with respect to these grants or <br /> other funds regarding the undertaking of studies or plans necessary <br /> to carry out the purposes of the committee; and <br /> (9) _Request any necessary data from either public or private entities <br /> that relate to the needs of the committee or board. <br /> Each committee or board shall .prepare and submit a report on the <br /> finding for the county which it represents by May 1, 1998, to the Joint Legislative <br /> Public Assistance Commission, the House of Representatives and Senate <br /> Appropriations Subcommittees on Humans Resources and Natural and Economic <br /> Resources. Each committee or board may involve the Department of Commerce in <br /> conducting its study and preparing the report. <br /> (c) Of the funds appropriated in this act to the Office of State Budget <br /> and Management, the sum of one million five hundred thousand two hundred two <br /> dollars ($1,500,202) for fiscal year 1997-98 shall be allocated to the Department of <br /> Commerce for the following purposes: _ <br /> (1) To establish First Stop Employment Assistance in the <br /> Department of Commerce; - <br /> (2) To expand the Labor Market Information System in the <br /> Employment Security Commission; and <br /> (3) To assist the Job Service Employer Committees or the <br /> Workforce Development Boards in their completion of the <br /> - - - - - study of the-working poor- <br /> The Department of Commerce shall report its recommendations <br /> regarding future funding of the First Stop Employment Assistance Program to the <br /> 1997 General Assembly, 1998 Regular Session, upon its convening. <br /> (d) G.S. 126-7.1 reads as rewritten: <br /> "§ 126-7.1. Posting requirement; State employees receive priority consideration; <br /> reduction-in-forte rigs rights: Work First hiring <br /> (a) All vacancies for which any State agency, department, or institution openly <br /> recruit shall be posted within at least the following: <br /> (1) The personnel office of the agency, department, or institution <br /> having the vacancy; and <br /> (2) The particular work unit of the agency, department, or institution <br /> having the vacancy <br /> in-a location readily accessible to employees. If the decision is-made, initially or at -any time while the vacancy remains open, to receive applicants from outside the <br /> recruiting agency, department, or institution, the vacancy shall be listed with the <br /> Office of State Personnel for the purpose of informing current State employees of <br /> such vacancy. The State agency, department, or imtitution may not receive approval <br /> from the Office of State Personnel to fill a job vacancy if the agency, department, or <br /> institution cannot prove to the satisfaction of the Office of State Personnel that it <br /> complied with these posting requirements.
