Standard Program Counties -- Duties of Deuartment. <br /> (a) The Degartment shall establish. develop, supervise. and monitor the Standard <br /> Work First Program. Ln addition to its general duties prescribed in G:S. 108A-27.2. <br /> the Department shall have the following duties with respect to the Standard Work <br /> First Program and the Standard Program Counties: <br /> Establish the requirements for the content of County Plans and <br /> review and approve the Countv Plans submitted by the Standard <br /> Pros am Counties• <br /> M Advise and assist the Social Services Commission in adopting rules <br /> necessary to implement the provisions of this Article: <br /> 3 Supervise disbursement of county block grants to the Standard <br /> Program Counties for Work First Services: <br /> Make payments of Work First Family Assistance and Work First <br /> Diversion Assistance: , <br /> Coordinate activities of other State and county agencies in meeting <br /> the goals of the Work First Program: <br /> Work with State and county agencies and with private sector <br /> greanizat ons and individuals to develoIprograms and methods to- <br /> meet the goals of the Work First Program: and <br /> M Develop a- Mutual Responsibility Agreement for use by Standard <br /> Program Counties. <br /> (b) The Secretary in consultation with the Office of State Budget and <br /> Management. may adopt tempo a y rules when necessary to: <br /> 1 Implement provisions of the State Plan. <br /> 2 - _MaAmize federal revenues to prevent the-loss of federal funds: <br /> Enhance the ability of the Department to prevent fraud and abuse _ <br /> in the Work First Program: and <br /> (4� . Mod' the provisions in the State Plan as necessary to meet <br /> changed circumstances after-approval of the State Plan. <br /> (c) The Social Services Commission may adopt rules in accordance with G.S. <br /> 143B-153 when necessary to-imnlement this Article and subiect-to delegation- by the <br /> Secretary of any rule-making authority to implement the provisions of the State Plan. <br /> "I 108A-27.9. State Plan. <br /> (a) The D=artment shall prepare and submit to the Director of the Budget.-in <br /> accordance with the procedures established in G S 143-161 for federal block grant <br /> funds a biennial State Plan that proposes the goals and re,uirements for the State <br /> and the terms of the Work First Progra.*n for each fiscal year.
