4 <br /> 17 <br /> Report of the Landfill Owners Group/Landfill Neighbors Working Group <br /> The following recommendations of this Working Group should be incorporated into the <br /> inter-local agreement transferring ownership and operation of the Grange Regional <br /> Landfill to Orange County. The recommendations should be incorporated in such a way <br /> as to be legally binding on the signatories to the inter-local agreement. <br /> In no way should these recommendations be interpreted as compensation for siting of a <br /> future landfill in the Eubanks Road area--rather they are solely meant to address the <br /> compensation of neighbors for having lived near the current landfill. <br /> Recommendations for Improvements around the Orange Regional Landfill <br /> 1. The Working Group recommends that water and sewer mains be extended to provide <br /> service to the area along the entire length of Rogers Road; Millhouse Road from Eubanks <br /> Road to New Jericho Road; and serving households on other side streets off these main <br /> roads(including,but not limited to,Purefoy Drive, Rusch Road, Priscilla Lane, Sandberg <br /> Lane, Meadow Rum Court, Manor Dtive, Manor Court, and Blackwood Mountain Road). <br /> These improvements should be provided by the completion of the 2002-2003 fiscal year. <br /> The costs of providing these improvements should be paid for by landfill fiords to the <br /> extent allowed by North Carolina law. The remaining costs of these improvements <br /> should be divided among the owners of the Orange Regional Landfill on the same basis <br /> as their ownership(i.e. Orange County 43%,Town of Chapel Hill 43%,Town of <br /> Carrboro 14%). <br /> The Working Group recommends that the Town of Chapel Hill act as the coordinating <br /> agency in caaying out these improvements. <br /> 2. The Working Group recommends that Orange County, Chapel Hill, and Catrboro <br /> provide assistance to low-income residents in the areas where water and sewer service are <br /> to be extended in paying the costs of connecting to water and sewer. This assistance can <br /> take the form of Community Development Block Grants, other grants, or local AM& <br /> where allowed by state law. <br /> "Assistance to low-income residents" is defined as paying for at least 75%of the cost of <br /> water and sewer hookups to households whose income is less than 80% of the median <br /> income in Orange County for a family of four; and providing at least 50% of the cost of <br /> hookups for households whose income is between 80%and 1009/6 of the median income <br /> in Orange County for a family of four. Very low-income residents in these areas should <br /> receive 100%of the costs of hookups. <br /> In recognition of the special burden placed on persons living closest to the landfill, <br /> households within the area bounded by the Landfill,the Greene tract, Eubanks Road, and <br /> 1 <br />
