Many of these are <br /> related to outstanding purchase orders,where goods and services have been ordered but not yet received <br /> and/or paid. In accordance with the annual budget ordinance, funds for outstanding purchase orders <br /> are automatically reappropriated in the new budget. Other appropriations, such as the Cedar Grove <br /> Rural Historic District National Register, are not fully expended at the end of the fiscal year, and <br /> because there is no purchase order, are not authorized through the budget ordinance to be <br /> reappropriated. Funds for these planned but unencumbered expenditures are set aside as a reserved <br /> portion of fund balance. In order to carry these funds forward and to authorize, their expenditure in <br /> fiscal year 1997-98,it is necessary for the Board to approve the attached amendment. <br /> Recommendation <br /> The Manager recommends that the Board of Commissioners approve the attached budget ordinance amendment. <br />
