3
and obtain information for emergency responders.
• The Telecommunications Shift Supervisor and
Telecommunications Supervisor's role of supervising and
evaluating new functions is now more complex due to the
overall growth in duties and responsibilities of the
Communications Center.
An additional change in the 9-1-1 Communications Center is
the development of an Assistant Shift Supervisor's role. This is
proposed to be recognized as Telecommunicator II. Specifically,
the Assistant Shift Supervisor is responsible for the following:
• In the absence of the Shift Supervisor, the
Telecom municator II assumes full responsibility for the shift,
including providing instructions to employees on the shift,
communicating any changes in procedures; monitoring
frequencies and randomly listening to telephone calls of shift
personnel to ensure correct handling, consistency and
positive customer service.
• When the Shift Supervisor is present, the Telecom municator
II works in conjunction with the Shift Supervisor. This
includes significant time in training new Telecommunicators;
observing work performance and giving feedback on
progress. Additional duties include monitoring weather
conditions via television and computers and notifying
citizens and agencies of any watches or warnings.
The Assistant Shift Supervisor's role is recognized at a higher
level than the existing Telecommunicator class due to the
independence of action and amount of judgment and discretion
exercised with the supervisory responsibilities. Similar to the
Shift Supervisor, the Assistant Shift Supervisor is required to
satisfactorily complete two additional training modules under the
DCI certification.
Funds to implement the results of the classification and pay
study, including the new class of Telecommunicator II are
available within the approved budget for 1997-98. The annual
increase in cost is about $17,000.
Recommendation: The Manager recommends the Board approve the proposed
amendments to the Orange County Classification and Pay Plan
shown on Attachment 1.
f:\pers\elgin\classify\ems\abstract.doc
