2 <br /> Over the past several years, the duties and responsibilities of <br /> Telecommunicator positions have evolved to include new or <br /> expanded skill requirements. These are reflected in new training <br /> classes which must be completed and certifications which must <br /> be received and maintained. These relate to the following <br /> functions: <br /> • Computer Aided Dish (CAD) - Uses computer to <br /> maintain, input and document information on emergency and <br /> non-emergency incidents reported by citizens or emergency <br /> responders. <br /> • Emergency Medical Dispatch (EMD) - Provides pre-arrival <br /> medical instructions using established protocols to assist <br /> citizens prior to the arrival of emergency responders. <br /> Cardiopulmonary resuscitation certification must accompany <br /> this. <br /> • Division of Criminal Investigation (DCI) - Researches and <br /> obtains information for criminal justice agencies through a <br /> database housed by Federal and State law enforcement. <br /> The DCI certification is a previously existing one which has <br /> been expanded to include additional training on domestic <br /> and gang violence. <br /> • Hazmat Awareness Level - Provides emergency information <br /> on hazardous material to responders. <br /> • Incident Command System (ICS) - Provides guidance and <br /> direction in the emergency operations center when a major <br /> disaster occurs. <br /> These duties in turn have impacted on the Emergency <br /> Management Training Specialist, Emergency Management Data <br /> Technician, Telecommunications Shift Supervisor and <br /> Telecommunications Supervisor positions. <br /> • As new training classes and certifications are mandated, the <br /> Emergency Management Training Specialist develops <br /> curricula which tailor the external training to Orange County's <br /> policies and procedures. <br /> • The Emergency Management Data Technician provides <br /> technical training and systems support on the computer <br /> aided dispatch system and the database used to research <br />
