As the Board may recall, bids significantly exceeded the <br /> budget and therefore steps were taken to remove certain elements from the project to <br /> bring it into line with available funds. One of the items removed during this process was <br /> the $120,000 left turn lane into the site. Since Homestead Road is on the <br /> Transportation Improvement Plan (TIP), it was anticipated that the Department of <br /> Transportation (DOT) might move this project up and accomplish the work in a <br /> timeframe which would make the use of local funds in the construction of the turn lane <br /> unnecessary. It has become apparent that the Homestead Road Improvements will <br /> likely maintain the original schedule, which calls for a 2001 start date. The DOT <br /> schedule will not allow us to meet the requirement to have a turn lane finished by the <br /> time we are ready to occupy the building. However, DOT has worked with the project <br /> engineer to modify the left turn lane in a manner that will make it less expensive. <br /> The left turn lane depicted on the attached diagram has been designed with the future <br /> Homestead Road improvements in mind and will be incorporated into the completed <br /> roadway. Further, the sidewalk, which is part of the work the Board is being asked to <br /> approve, is located in such a manner that it will not be disturbed when the final roadway <br /> improvements by DOT are completed. DOT has assisted in the design and approved <br /> the attached plan for the turn lane. <br />
