INCDOT/P&E BRANCH Fax:919-733-9794 Aug 4 '97 9:23 P.04 13 .
July 7, 1997
MEMORANDUM TO: File
FROM: Missy Dickens,PE,Project Planning Engineer
Planning and Environmental Branch
SUBJECT: Citizens Informational Workshop Minutes for Homesteadl
Road(SR 1777),From High School Road(SR 1934)i to
NC 86,Chapel Hill,Orange County,Federal Aid Project i
STP-1777(1),State Project 8.2501101,TIP Project Lf 2805
A Citizens Infonnational Workshop for the subject project was held on June 25.
1997 from 4:00 to 7:00 p.m.in the Council Chambers of the Chapel Hill Town Half.
Approximately 35 citizens attended NCDOT staff in attendance included: Julie i
Hunkins,Missy Dickens,Neil Dean,and Yvonne GoldM&of Planning and I
Environmental;Henry Moon of Division 7 Right of Way Office;Mike Cowan of the
Division 7 Office;and Todd Dudley of the Citizens Participation Unit.
The handout stated that proposed improvements included widening to a three-large
shoulder section with four-foot paved shoulders to be used by bicycles. The aerial
photograph mosaic which was displayed showed northside, symmetrical, and"de 1
construction limits,each 36 meters(120 feet)wide(including 30 meters[100 feet)of
right of way plus up to 3 meters 110 feet]of casement on each side. In verbal discusions:
with citizens,NCDOT staff mentioned that five-lane wideeniag now was a viable
alternative.
Recurring issues included the desire for sidewalks and bicycle facilities. Some
People expressed the opinion that the widening was not needed, while others seemed to
support a five-lane widening when they realized that would enable the constructionf
sidewalks and would require the same amount of additional right of way. Furdmmce,
many people expressed desire concerning impacts to their particular property or
subdivision Comment sheets in the project file provide more specific information
regarding these comments.
CC.
