w4
Ms. Graybeal stated that this district automatically falls into the category of Architecture because
of the distinguishable entity as a whole. The collection of buildings, the way they are situated on
the land and the way they developed makes the district significant under Architecture. Again,
this is not speaking to each individual building, but the buildings as well as the landscape, the
fields, and the woodlands. There are the built resources, the natural resources and the cultivated
fields that all come together to create the identity of Cedar Grove. It is a visual continuity that
has been intact, pretty much unchanged, at least from the 1930's.
Ms. Graybeal then showed a few slides of some of the vistas in Cedar Grove.
Ms. Graybeal then turned the meeting back over to Allison.
Allison opened the floor for discussion and questions.
Belk explained that the Historic Preservation Commission will meet here again in Cedar Grove
next month at the Eno Presbyterian Church on Wednesday, July 23rd at 7:00 p.m. Ms. Graybeal
will present her final report to the Community. After that, the Historic Preservation Commission
will make its recommendation to the Orange County Board of Commissioners. It is expected
that this recommendation will be to place the Cedar Grove District on the National Register.
There will be a public hearing held on that question that is scheduled for August 25. At that
time, the Commissioners would like to hear from the residents as to how they feel about this
nomination. After the Board of Commissioners accepts comments from the public, the questions
will once again come back to the Historic Preservation Commission for recommendation. Then
the Board of Commissioners will vote to send forward the proposed nomination. At that time,
they will take into account all of the comments heard from the public. The nomination will then
be forwarded to the State Historic Preservation Office who will hold a meeting in Cedar Grove in
September. In January, there will be a National Register Advisory Committee meeting to decide
if Cedar Grove meets all of the qualifications for National Register listing. It is very important,
at that point, that they are aware of the interest of the Community in the listing. The National
Register Advisory Committee will not send forward a nomination if a majority of the property
owners oppose it. So if you are in favor of the nomination or if you oppose the nomination, it is
very important that you make your preference known in writing to both the Orange County
Board of Commissioners and to the National Register Advisory Committee. Belk will be
sending the property owners all of the information that they will need to send their comments
forward.
Belk stated that if the Community is in favor of the nomination and if the National Register
Advisory Committee finds that the Community meets the criteria, the nomination will be sent to
the National Parks Service, Department of the Interior. The announcement of the request to
place Cedar Grove on the National Register of Historic Places will be published in the Federal
Register, and there will be a period for comment. Then later, probably in March of 1998, the
National Park Service will make its final determination. At that point, the Cedar Grove Historic
District would be listed on the National Register of Historic Places and the Federal Government
will present the County with the certificate.
4
