The <br /> Certificate of Achievement is generally acknowledged <br /> as the highest form of recognition in the area of <br /> governmental accounting and financial reporting and <br /> its attainment represents a significant accomplishment <br /> by an entity and its management . <br /> Orange County has been awarded the Certificate of <br /> Achievement each year since 1982 . Each year the <br /> eligibility standards for the award become more <br /> stringent . The Finance staff is to be commended for <br /> their ability to consistently meet the high standards <br /> reflected by this award. <br /> RECOMMENDATION: The Manager recommends that Ken Chavious and his <br /> Finance staff be recognized for their accomplishments <br /> in being awarded the GFOA Certificate of Achievement <br /> for the fiscal year ended June 30, 1996 . <br /> financ96 .doc <br />
