4 <br /> buildings, structures, and sites to be designated by ordinance as "historic landmarks". <br /> Local landmark designation is fundamental to implementing the goals and objectives of <br /> the Historic Preservation Element of the Comprehensive Plan. The Planning Department <br /> has prepared a report, Preserving the Orange Tradition: A Landmarks Designation <br /> Program for Orange County, which provides an in-depth discussion of the designation of <br /> historic landmarks. Landmark designation is the formal recognition of a property's <br /> importance to the history and cultural heritage of Orange County. Historic landmark <br /> designation would occur by adoption of an ordinance by the Board of Commissioners. <br /> Participation in the landmark designation program would be voluntary. The program is <br /> voluntary and the HPC will invite owners of eligible properties to participate. <br /> NATIONAL REGISTER NOMINATION <br /> Pursuant to the requirements of the Certification Agreement for Local Governments between <br /> Orange County and the State Historic Preservation Office of the NC Dept. of Cultural Resources, <br /> a public hearing to receive citizen comment on the following nomination to the National Register <br /> of Historic Places will be held before both the Orange County Board of Commissioners and the <br /> Orange County Historic Preservation Commission. <br /> The National Register of Historic Places is the United State's official list of buildings, structures, <br /> sites, and districts that are deemed significant to the Nation's heritage. Listing on the National <br /> Register of Historic Places is an honorary designation that places no obligation or restrictions on <br /> private property owners. <br /> 1. HP-1-97 Cedar Grove Rural Crossroads National Register Historic District <br /> The proposed Cedar Grove Rural Crossroads National Register Historic District is <br /> located in the Cedar Grove Township at the intersection of Carr Store Road and Efland- <br /> Cedar Grove Road. The district encompasses approximately 82 acres and contains 28 <br /> primary structures. The district is also described as being all or part of the following <br /> properties as noted by tax map reference numbers: Map 32, Lots 14, 15, 17, 18, 19, 19A, <br /> 20, 20A, 22, 23, 23A, 23B, 24, 25, 26, 26A, 27, 27A, 27B, 27C, 29, 30, 39, 39A; Map <br /> 38, Lot 2; and Map 39, Lot 3. <br /> The specific text amendments proposed as described in this notice are available for public <br /> inspection at the Orange County Planning Department. <br /> All interested citizens are invited to attend this hearing and be heard. Public comment will be <br /> received during the public hearing. Following the close of the public hearing, only evidence <br /> received in writing by the date of the Planning Board meeting following the public hearing will be <br /> considered by the Board of Commissioners for decision. <br /> Changes may be made in the advertised proposals which reflect debate, objections and discussion at <br /> the hearing. <br />
