3 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: Zoning Ordinance <br /> Economic Development Districts Design Manual <br /> REFERENCE: Article 3.2 - Landscape Design <br /> ORIGIN OF AMENDMENT: X_Staff Planning Board <br /> BOCC X Public <br /> Other: <br /> STAFF PRIORITY RECOMMENDATION: _X_High Middle Low <br /> Comment: <br /> PUBLIC HEARING DATE: May 27. 1997 <br /> PURPOSE: <br /> To consider elimination of the 100-foot buffer requirement along the perimeter of an Economic <br /> Development District(EDD)which abuts an EDD adopted by another planning jurisdiction. <br /> IMPACTS AND ISSUES: <br /> Perimeter Buffer <br /> Article 3.2 Landscape Design(page 3.2.6)of the EDD Design Manual requires a100-foot buffer <br /> around the perimeter of an EDD in order to separate incompatible uses. <br /> The I-40/Old NC 86(EDD)contains about 750 acres,and extends from south of 1-40 to the <br /> southern boundary of Hillsborough's jurisdiction. <br /> The northernmost portion of the district consists of a narrow strip of properties, ranging from 300 <br /> to 500 feet in width,on the west side of Old NC 86 between Cates Creek and Oakdale Drive. It is <br /> zoned Primary I Overlay,which places additional limits on permitted uses in order to minimize <br /> impacts to adjacent residential areas. <br /> The area bounded by the east side of Old NC 86,Cates Creek and I-85 is in the jurisdiction of the <br /> Town of Hillsborough and is also zoned Economic Development District. Since Old NC 86 forms <br /> a perimeter boundary for both the Orange County and the Hillsborough EDDs, it is applied on <br /> both sides of Old NC 86 where the two districts abut. However,the uses which would be allowed <br /> adjacent to Old NC 86 in both districts are similar and not incompatible,thus the protection which <br /> the perimeter buffer is intended to provide is not needed. <br />
