Fikes <br /> Plan TELEPHONE NUMBERS: -- ext. 2490 <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: <br /> To adopt a Residential Anti-Displacement and Relocation Assistance Plan for Orange County. <br /> BACKGROUND: <br /> State Community Development Block Grant (CDBG) regulations require all localities receiving <br /> CDBG funds to adopt a Residential Anti-Displacement and Relocation Assistance Plan under <br /> Section 104 (d) of the Housing and Community Development Act of 1974, as amended. <br /> In summary, this regulation states that all occupied and vacant occupiable low and moderate income <br /> dwelling units demolished or converted to a use other than as low/moderate income housing must <br /> be replaced on a one-to-one basis within three years of the commencement of the demolition or <br /> rehabilitation relating to conversion. The Residential Anti-Displacement and Relocation Assistance <br /> Plan for Orange County will provide a plan to minimize residential displacement and to provide <br /> relocation assistance to displaced residents in a timely manner. <br /> The most recent plan was adopted by the BOCC on March 23, 1993. The Division of Community <br /> Assistance has asked that we reaffirm our commitment to this plan by review and approval this year. <br /> RECOMMENDATION(S): <br /> The Manager recommends adoption of the Residential Anti-Displacement and Relocation <br /> Assistance Plan for Orange County. <br />
