2 <br /> The property has a gentle slope from west to east with the highest part of the <br /> property being along the western property line and the lowest part being along the <br /> eastern property line. The southeast corner of the property has a slope of less than <br /> 1%, and the steepest slope on the property is approximately 12.5%in the <br /> northwest part of the tract. The average slope of the property is 7%. <br /> The Hillsborough Town Engineer has indicated that water and sewer service is <br /> available to serve this property. All fees must be paid and connections made at <br /> the owner's expense when a development is proposed. <br /> The Zoning Ordinance lists criteria which are normally used to determine the <br /> application of Residential-4 zoning. The purpose of an R-4 district is to provide <br /> locations for low and moderate intensity residential development and supporting <br /> recreational, community service and educational uses in areas where urban <br /> services are available or are to be provided as part of the development process. <br /> The property is located in an area designated as Ten Year Transition in the Land <br /> Use Element of the Orange County Comprehensive Plan. <br /> Public Hearing Comments <br /> A joint public hearing on the rezoning request was held by the Board of <br /> Commissioners and Planning Board on May 27, 1997. There were no comments <br /> at the meeting. J. D. Cecil and Terry Woods indicated their support for the <br /> proposal. <br /> A letter supporting the proposal was received from Boone Commercial Properties. <br /> They represent Hurley Parrish, owner of the property directly west of the tract <br /> proposed to be rezoned. Discussions are underway with Mike and Terry Woods <br /> about obtaining access through the rezoned property when it is developed. The <br /> County would not be involved in considering development possibilities in the <br /> rezoning process. Development design would be considered when a subivision <br /> proposal is submitted for the property in the future. <br /> On July 3, 1997 the Planning Board unanimously recommended approval of the <br /> request for a Zoning Atlas amendment from Rural Residential (R-1)to <br /> Residential-4 (R-4)per the attached findings. <br /> RECOMMENDATION: The Administration recommends the County Commissioners close the Public <br /> Hearing and approve the request for a Zoning Atlas amendment from Rural <br /> Residential (R-1)to Residential-4 (R-4)per the Planning Board recommendation. <br />
