8 <br /> 7/2/97 Planning Board Minutes ' <br /> a. Preliminary Plans <br /> (1) Lot 4A High Point Woods <br /> (Chapel Hill Township-2 Lots) <br /> Presentation by Jane Garrett. <br /> The property is located in Chapel Hill Township on the south side of Davis <br /> Road(SR 1129)one-half mile west of Ode Turner Road(SR 113 0)as <br /> shown on the vicinity map. The proposed division is considered a major <br /> subdivision because it proposes the sixth lot created from one parcel within <br /> four months. According to the definition of"minor subdivision'in the <br /> Subdivision Regulations,a maximum of five(5)lots,including the residual <br /> acreage,may be created from one tract within any 24-month period. <br /> The size of the parcel is 2.86 acres.The current zoning is Rural Residential <br /> (R-1). The subdivision is not located in a protected watershed. The site <br /> slopes very gradually toward a low drainage area located approximately <br /> 200 feet from the southwest comer of the property. This drainage pattern <br /> begins at a culvert under Davis Road,extends into a small manmade ditch <br /> for about 100 feet,then spreads out over a 30 to 50-foot area and may <br /> involve a spring. The flow at this point is southeast;however,it eventually <br /> turns northeast to form a tributary of Cates Creek located south of <br /> Hillsborough. <br /> The entire tract is wooded with predominantly mature hardwoods and <br /> typical understory species. The area near the southeastern corner of the lot <br /> includes some small scattered rock outcroppings. The applicant has <br /> submitted a report from a soil scientist which evaluates the suitability of the <br /> soil to support on-site subsurface sewage disposal. Most of the soils are <br /> provisionally suitable,with the exception of the drainage area described. <br /> During review of the minor subdivision at the end of last year,the Orange <br /> County Health Department identified a site for installation of aseptic system <br /> as indicated on the site analysis. <br /> At the April 2, 1997 meeting,the Planning Board unanimously approved <br /> both the Conventional and Conservation Concept Plans,preferring the <br /> Conservation Plan. The applicant chose to submit the Conventional as a <br /> Preliminary Plan. The conditions of approval for the Concept Plan have <br /> been provided on the Preliminary Plan. <br /> The Planning Staff recommends approval of the Preliminary Plan for Lot <br /> 4A High Point Woods subject to the conditions contained in the Resolution <br /> of Approval(an attachment to these minutes on pages ). <br /> MOTION: Strayhom moved approval subject to the Resolution of Approval as <br /> recommended by the Planning Staff. Seconded by Katz. <br /> VOTE: Unanimous. <br />
