2 <br /> Representatives from the various governments endorsed the concept of establishing a youth council <br /> which could address the aforementioned issues and any others as they present. The Assembly of <br /> Governments requested staff to review the feasibility and develop an implementation plan. <br /> In Fall 1996, an intern from the UNC School of Social Work was contracted to facilitate discussions <br /> with student representatives and interested agencies to develop a proposal. The proposal is attached <br /> for your review. <br /> Students who participated in the planning process will be available to answer questions. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the plan to establish <br /> an Orange County Youth Council. <br />
