3 <br /> MEMORANDUM <br /> To: Landfill Owners Group <br /> From: Gayle Wilson, Solid Waste Director <br /> Subject: Resolution requesting that local governments in Orange County Adopt the <br /> Framework for a Solid Waste Plan <br /> Date: May 28, 1997 <br /> The attached resolution finalizes the framework for the county-wide solid waste plan and <br /> requests that all local governments in Orange County adopt this solid waste plan framework to be <br /> used as part of the plan required by the State of North Carolina. <br /> Background <br /> The Landfill Owners Group has prepared and adopted a framework for a solid waste reduction <br /> plan that has potential to reduce waste landfilled per person by 45% by 2001 and 61% by 2006 <br /> when compared with 1991-92 amount landfilled of 1.36 tons per person. [See agenda item#2] <br /> Some progress has already been made towards this goal; the State of North Carolina has <br /> calculated that we have reduced waste 37% per person since 1991-92. <br /> This solid waste reduction plan framework is part of a larger solid waste plan required by North <br /> Carolina statute. That larger plan will include all the jurisdictions in Orange County and has <br /> additional elements which the individual member governments are preparing. The local <br /> government program descriptions and the plan framework will be assembled into a single <br /> document that will function as both Orange County's,integrated solid waste plan and the state <br /> required plan for solid waste reduction and management. The draft of the state-required plan will <br /> be submitted to the Owners Group in June prior to submittal to the State of North Carolina. This <br /> plan framework is the most important part of the state-required plan since it creates the basis for <br /> waste reduction investments and programs necessary to meet the waste reduction goals. <br /> Discussion <br /> The Owners Group has discussed the solid waste plan, developed its framework and conducted a <br /> public hearing about the elements of the plan and the proposed goals. By finalizing the <br /> framework shown in attachment 1, the Owners Group will recommend to the governing boards <br /> that they begin to implement programs to further reduce the amount of waste landfilled and that <br /> they authorize staff to present this plan to the state. <br /> Recommendation <br /> We recommend that the Owners Group adopt the attached resolution adopting the framework of <br /> the solid waste plan. <br />
