Fikes <br /> TELEPHONE NUMBERS: -- eat. 2490 <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: <br /> To consider awarding a bid and approving contracts for the Efland Estates Community Development <br /> Block Grant (CDBG)Program. <br /> BACKGROUND: <br /> In August 1996, the County was granted $145,750 in CDBG funds to provide the public water and <br /> sewer and street paving for a small, nine(9) single family subdivision being developed by Habitat for <br /> Humanity of Orange County, NC, Inc. in the Efland community. <br /> Bids were received for the required site improvements on June 12, 1997. A copy of the Engineer's <br /> certified bid tabulation is attached. The consulting engineering firm for this project recommends <br /> awarding the contract to the lowest responsible bidder, Carl Norris Construction Company. This <br /> company's bid price is $127,377.00. <br /> However, this amount exceeds the available funds for the project. The total grant amount is <br /> $145,750 less consulting engineer costs of$28,960 leaves $116,790 available for this project. The <br /> engineer for this project, Coulter, Hart, Jewell, and Thames, PA., in consultation with the County <br /> Engineer Paul Thames have identified the following project modifications to reduce project costs: <br /> Delete Items 7, 8, 14A, 14B, 14C , 16 and reduce the quantity of Item 10 to 75 tons. (These items <br /> are delineated on the Bid Tabulation Sheet attached to this abstract.) This will provide a cost savings <br /> of $13,900. Thus, the final contract price is $113,377 which is within the allocated budget for this <br /> project. <br /> RECOMMENDATION(S): <br /> The Manager recommends: 1)awarding the bid to for the Efland Estates CDBG Program to Carl <br /> Norris Construction Company of Burlington, NC; 2)Approve construction contracts, contingent <br /> upon staff and attorney review; and 3) Authorize the Chair to sign the contract on behalf of the <br /> Board. <br />
