ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 30, 1997
Action Agenda
Item No. 9-1
SUBJECT: Amendment to Fire Protection Agreement with North Chatham Volunteer Fire Department
DEPARTMENT: Emergency Management PUBLIC HEARING: (Y/1S)
BUDGET AMENDMENT: (Y/1)
ATTACHMENT(S): INFORMATION CONTACT:
Proposed Amendment Nick Waters, ext 3030
Original 1992 Agreement
TELEPHONE NUMBERS:
Hillsborough 7132-8181
Chapel Hill 9168-4501
Durham 6188-7331
Mebane 227-2031
PURPOSE: To consider an amendment to the existing agreement between Orange County and
North Chatham Volunteer Fire Department for the provision of fire protectiion services to the
Southern Triangle and Damascus Fire Districts.
BACKGROUND: In July 1992, Orange County entered into an agreement with North Chatham
Volunteer Fire Department whereby North Chatham provides fire protection to the Southern
Triangle and Damascus Fire Districts in southern Orange County. The agreement required the
County to provide $50,000 annually to North Chatham through the levy of ad valorem taxes on
property in the two tax districts (to be reduced by the amount of revenue received by North
Chatham resulting from municipal annexations, if any). This agreement has remained in place
since, with the amount of revenue to North Chatham having been increased to $60,000 beginning in
FY 1995-96.
For FY 1997-98,the North Chatham Board of Directors requested that the amount appropriated
annually by the County under this agreement be increased from$60,000 to'$70,000. The Board of
Commissioners reviewed the North Chatham budget request during the June 11 budget work
session, including a brief presentation by North Chatham's fire chief. The amount of funding
requested can be met with the levy of a tax of 3.3 cents per$100 valuation on property in the
Southern Triangle and Damascus Fire Districts. No increase is required in the post-revaluation
equalization tax rate of 3.3 cents.
RECOMMENDATION(S): The Manager recommends that the Board approve the amendment to
the 1992 agreement with North Chatham Volunteer Fire Department, and authorize the Chair to
sign.
