(SOEMSRS) in regard to transportation by <br /> SOEMSRS. <br /> Background: Beginning October 1 1996, Orange County Emergency Management <br /> changed the way EMS was delivered, financed, and how responses occurred. This <br /> involved contracting with South Orange EMS and Rescue Squad, Inc. for providing <br /> transportation for patients. County paramedic staff is providing initial response to all <br /> calls. Based on the nature of the call, an ambulance may or may not be dispatched <br /> simultaneously with a paramedic. The paramedic arrives on the scene and either assesses <br /> and releases the patient, assesses, treats, and/or refers the patient, or, if ambulance <br /> transport is necessary, assesses and treats the patient while an ambulance is dispatched. <br /> This helps to assure the availability of an ambulance when it is needed and also assures <br /> that each patient is assessed by a paramedic. <br /> This contract addresses the transportation component of this delivery system and, <br /> additionally, addresses the fiscal issues of the system. The system has worked well <br /> during the nine months it has been in effect. <br /> Recommendation: The Manager recommends that the Board approve the contract and <br /> authorize the Chair to sign. <br />
