Fikes <br /> TELEPHONE NUMBERS: --ext. 2490 <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: <br /> To receive citizen comments prior to official closeout of the Whitted Forest Housing Development <br /> Program and authorize execution of the Certificate of Completion and Public Hearing Certification <br /> by the Chair of the Board of Commissioners. <br /> BACKGROUND: <br /> The County received$250,000 in State Community Development Block Grant(CDBG)funds under <br /> the Housing Development category in early 1992. These funds were used to assist the Hillsborough <br /> Affordable Housing Corporation(HAHC) with the site improvements(i.e.. clearing, grading, <br /> utilities)necessary for the construction of a 35 unit rental development in Hillsborough known as <br /> Whitted Forest. <br /> After some delays in receiving final financing commitments for the$1.6 million dollar project, <br /> construction began in the Spring of 1994 and was completed in early 1995. All available CDBG <br /> funds, $250,000 were expended by February 1995. The apartment complex consists of 35 units, <br /> twenty(20)three bedroom units and 20 two bedroom units. Two of the units are handicapped <br /> accessible and four have been designated for use by homeless families. The average family income <br /> is $14,100- $20,900. <br /> In order to complete the grant close-out process,the N.C. Department of Commerce requires that a <br /> public hearing be held prior to the official closeout of the Housing Development Program to assess <br /> the performance of the County in administering the grant program. All comments received during <br /> the hearing should be reviewed to determine the level of consistency with program goals. <br />
