At the April 17, 1997 meeting of the Assembly of <br /> Governments, elected officials from all four jurisdictions received a report from the work group that <br /> was tasked to refine a proposed governance structure following two "Solid Waste Summits"in <br /> September and November 1996. Bob Jessup, an attorney retained by the Landfill Owners' Group to <br /> develop an interlocal agreement that would address governance of solid waste management <br /> activities, also responded to questions about the fourth draft of that interlocal agreement, which had <br /> been circulated to Board members and staff. A copy of that draft is included for reference as <br /> Attachment 1. <br /> One outcome of the April 17 Assembly of Governments meeting was that the small work group of <br /> elected officials would meet one more time to review comments made at the April 17 meeting, and <br /> to finalize recommendations on the governance structure that would then be forwarded to all four <br /> governing boards for consideration. The meeting of that work group is scheduled for Monday, June <br /> 23. Discussion of this item at the Board's June 5 work session will provide the opportunity to <br /> provide feedback from the Orange County Commissioners to that work group for consideration at <br /> their final meeting. <br /> Also included as Attachment 2 to this abstract is a memo from Mr. Jessup, which accompanies a <br /> revised Article V to the draft interlocal agreement.
