MEMORANDUM <br /> TO : Carrboro Mayor and Board of Aldermen <br /> Chapel Hill Mayor and Town Council <br /> Hillsborough Mayor and Town Board <br /> Orange County Board Chair and Commissioners <br /> FROM: Landfill Owners Group <br /> DATE : November 27 , 1996 <br /> SUBJECT: Selection of arr integrated solid waste management system <br /> At their May 18 , 1996 meeting, the Landfill Owners Group <br /> established an outline of an integrated solid waste system for the <br /> member,,governments to-,-,consider. This outline is similar to the <br /> systempreviously selected by the Owners -Group. The Owners Group <br /> requested,- in the attached June 13 , 1996 memorandum (Attachment 1) <br /> that the member governments review the proposed system and <br /> recommend changes by July 1, 1996 . <br /> While we believe that the governing boards have discussed some or <br /> all of these issues over the past few months, the Owners Group has <br /> not yet received any formal feedback that could be considered as <br /> they continue to define the Solid Waste Plan. At the '-November 21, <br /> 1996 meeting the Owners Group decided to contact the various <br /> governing boards to request some formal feedback regarding the <br /> integrated Solid Waste Management Plan. <br /> As the attached memorandum relates, the Owners Group referred their <br /> recommended system to the individual governing boards and requested <br /> that the local governments do the following: <br /> 1. Review the system as recommended (see June 13 Memorandum - <br /> Background) and recommend any changes . <br /> 2 . - Provide feedback and recommendations on selecting unit-based <br /> pricing v. collection bans (mandatory recycling) coupled with <br /> differential landfill fees as the initial primary waste <br /> prevention strategy. It should be noted that different sectors <br /> (commercial/residential/mulit-family) could utilize different <br /> options . We note that either of these strategies would be <br /> coupled with public education. <br /> 3 . Determine whether universal collection would be adopted for <br /> both recycling and solid waste collections (residential and <br /> commercial) county-wide or whether a system of convenience <br /> centers and laissez-faire private collections would be . <br /> maintained in the unincorporated areas and for widespread <br /> commercial recycling. <br /> The Owners Group requests that member governments provide thi= <br /> feedback prior to its February (currently unscheduled) meeting. <br />
