The other parties to the first of these <br /> agreements were Chatham, Durham, and Wake Counties,the City of Durham, and the Towns of <br /> Carrboro and Chapel Hill. The purpose of this agreement was to provide for a cost-effective <br /> arrangement whereunder citizens of any of these jurisdictions could safely and conveniently dispose <br /> of HHW at permanent HHW disposal facilities in any of the participating jurisdictions. This <br /> agreement is set to expire on June 30, 1997 and is proposed here for renewal with one amendment. <br /> The program underlying the first agreement is administered by the Triangle J Council of <br /> Governments under a second agreement that involves all the parties to the first agreement. The <br /> program agreement with TJCOG is self-renewing annually. Under that second agreement,the <br /> Landfill Owners' Group in 1996-97 has paid its share, $9,324, of the HHW program cost out of the <br /> Landfill Fund administered by the Town of Chapel Hill on behalf of the LOG member <br /> governments. The cost for 1997-98 is to remain at the same level. <br /> The attached amendment to the first interlocal agreement would extend the term of that agreement <br /> between the Counties and municipalities through June 30, 1998. The amendment would also <br /> provide that in future years,that agreement would be self-renewing unless a member government <br /> signals the intent to withdraw from the agreement by January 31 prior to the start of a new fiscal <br /> year. The provision for automatic renewal in future years is the only change from the current <br /> interlocal agreement. <br />
