2
Kellogg for the previous grant. The contract and a check were issued on May 14, 1997 and the `
funds can be used retroactively to October 1, 1996.
The"Rural Safe Communities Initiative" is attached to the Agreement as Exhibit A. The proposal
documents the selection of community safety as a high priority issue of the Community Voices
coalitions ofEfland-Cheeks and Cedar Grove. The project involves three major components: 1)
collaborative work with law enforcement partners to develop and implement community policing
and neighborhood watch programs; 2)expanding the existing Teens in Power program to assist in
developing drug and violence prevention programs; and 3) continue the public/private partnership
to develop a community-school park in Efland-Cheeks to create a safer environment for families
and community groups. The Orange County Coalition has agreed that the funds would be used to
continue an existing temporary coordinator position currently filled by Angenette McAdoo. The
Coalition also agreed to request reclassification of the office assistant position currently filled by
Ron Gallerani to be the program assistant position. Because of the late start, the funds may cover
activities beyond September 30, 1997; therefore, authorization is sought to extend the term of the
two positions until such time as the funds from the Agreement are exhausted. No County funds
are required to fulfill the terms of this Agreement.
Recommendation:
The Manager recommends that the sub-grant be accepted, the contract be signed, and the
positions of coordinator and program assistant be authorized until such time as the sub-grant
funds are exhausted.
