The <br /> Agreement is a sub-grant under the primary grant from the W.K. Kellogg Foundation to the <br /> UNC-CH School of Public Health. The aim of this program is to improve the health of African- <br /> American members in the Efland-Cheeks and Cedar Grove communities and to strengthen the <br /> capacity of community-based groups to assess and address their own unique health related <br /> problems. The focus of the grant is a"Rural Safe Communities Initiative." A proposal prepared <br /> by the Orange County Coalition representing the Health Department, the Cooperative Extension <br /> Service, the Joint Orange Chatham Community Action Agency, the UNC-CH School of Public <br /> Health and a grassroots community based organization, United Voices of Northern Orange <br /> County. <br /> Background: <br /> The Orange County Board of Commissioners has previously approved four years of funding <br /> beginning October 1, 1992 and ending September 30, 1996, based on the original four year grant <br /> from the W.K. Kellogg Foundation to the UNC School of Public Health. The program supported <br /> by this Agreement was to have begun on October 1, 1996, along with initiatives from three other <br /> counties in the Consortium, namely Chatham, Lee and Wake. Allocation of the funding for the <br /> grant was held up until May of 1997 because of delays in other counties submitting reports to <br />
