Cameron referred to <br /> Article 4 noting the intent of the districts. Commissioner Gordon had <br /> commented that perhaps that should be changed as well. <br /> Katz wanted to hear from Walters and Barrows who were on the task <br /> force. He continued that the public concern had seemed to be mostly <br /> about the use of pesticides. He asked if they felt this deals with the <br /> issue in an adequate way. Walters responded that she felt it did address <br /> the issue as far as the County was allowed to by State law. It seemed that <br /> as long as the decision was left up to the Pesticide Board,the monitoring <br /> could be required. Barrows responded that she felt it was important that a <br /> Class A Special Use Permit is required rather than being permitted by <br /> right. <br /> Searles asked if the County Attorney had indicated his concerns with <br /> wording had been addressed. Cameron responded that she had spoken <br /> with the Attorney recently and he had not indicated any more problems <br /> with the wording. Typically,once an ordinance is in place and used, <br /> other changes or amendments must be made. <br /> MOTION: Brooks moved approval of the amendments as recommended by the <br /> Planning Staff. Special Use Permits <br /> (1) SUP(A)-3-97 Orange Regional Landfill <br /> Presentation by Mary Willis. <br /> This item is to consider a Class A Special Use Permit application for an <br /> addition to the Orange Regional Landfill. <br /> The Orange Regional Landfill is located on the north and south side of <br /> Eubanks Road(SR 1727)north of Chapel Hill. The subject property <br /> (Tax Map Number 7.18..27D)contains 12.76 acres and is located <br /> immediately west of the existing landfill on the north side of Eubanks <br /> Road. It is zoned rural Buffer and designated Rural Buffer on the Joint <br /> Planning Area Land Use Plan. The existing landfill is in the Chapel Hill <br /> Transition Area on the Joint Planning Area Land Use Plan. <br /> The applicants are requesting a Class A Special Use Permit under Article <br /> 8.8.2 of the Orange County Zoning Ordinance to construct a 4000 square <br /> foot vehicle maintenance building,to process yard waste and storm <br /> debris on an ongoing basis,and to process recyclable materials which <br /> will include white appliances,tires and scrap metal. Access to the site <br /> will be provided through the existing landfill.There will be no direct <br /> access to Eubanks Road. <br />
