He noted that it is very easy to check the <br /> streams for pollutants. <br /> Price felt there had been enough discussion about golf courses that the <br /> owners/managers would be very cautious in applying pesticides and the <br /> possibility of pollution. She suggested that the Planning Board <br /> encourage the Board of Commissioners to pass a resolution to go to the <br /> State Legislature requesting local control. She felt this was the safest <br /> way to handle the concerns relating to pesticides. She did not feel that <br /> this should hold up approval of the proposed amendments. <br /> Selkirk asked who would do the monitoring and how often. Cameron <br /> responded that the samples would be sent to a State lab and reports <br /> submittedto the County. <br /> Katz asked if Section 8.8.7.5 is moot since the County cannot regulate <br /> pesticides. How can the County require an integrated pest management <br /> program when it is not allowed the enforcement of the regulations. <br /> Cameron responded that the integrated pest management goes beyond <br /> just the application of pesticides. There is a training process,monitoring, <br /> establishing the thresholds of how much damage is tolerable and when to <br /> take measures for biological control. Katz continued asking if the County <br /> would be requiring a pest management plan that would not have to be <br /> followed. Cameron responded that if the Special Use Permit requires a <br /> pest management plan and it is not followed,then the Special Use Permit <br /> becomes void. <br /> Price expressed concern that the County would be challenged if they <br /> required such a plan. <br /> Brooks asked if the County had been approached by anyone with <br /> preliminary inquiries about a golf course. Cameron responded yes. <br /> Brooks asked how these text amendments compare to those in place in <br /> other counties in the state. Cameron responded that she had not found <br /> any comparable in any county in the state. She had a copy of an <br /> ordinance from a township in Ohio which was a little more detailed than <br /> this one even though it was about the same length. She continued that <br /> there is not much available in the form of regulations. Guidelines have <br /> been established on the national level by golf and environmental <br /> agencies,but they are not in the form of enforceable regulations. <br /> Walters stated that there was a golf course architect and other golf course <br /> representatives on the task force and they were in agreement with the <br /> IPMs proposed. <br />
