40 <br /> during the pollution prevention and monitoring activities would then be reported to the appropriate <br /> County agency quarterly the first two years and annually thereafter. <br /> Final Comment- By adding necessary detail to the ordinance and clarifying the requirements as <br /> being consistent with the overall county objective of Natural Resource Preservation,the golf course <br /> industry will be much more receptive, the plans will be reasonable and comprehensive enough to <br /> adequately sustain the environmental integrity of the site, and the overall results can be <br /> economically viable. Some of the requirements the county has proposed are already State and/or <br /> Federal requirements. In the instances where the State already has a sound strategy in place, it <br /> seems unnecessary and risky to tighten the rules even more. This is especially true concerning the <br /> use of pesticides and fertilizers. The registration, labeling, marketing, and application <br /> requirements established for pesticides are in place to minimize the risks associated with their use <br /> and to provide management tools that can prevent catastrophic problems from occurring when <br /> these products are used properly. A comprehensive Strategic Management Plan, containing <br /> mitigation plans, BMP and IPM programs, ecological integration, and provisions for alterations <br /> will allow the County to see economic growth from the golf course industry while owners and <br /> operators utilize sustainable practices. <br /> 4 <br />
