1 ORANGE COUNTY Board of Commissioners Action Agenda Item No. S-A_ Action Agenda Item Abstract Meeting Date:May 21,1997 Subject: Renewal Agreement between OCHD and JOCCA Department:HEALTH Public Hearing Yes_ No Budget Amendment Needed Yes_No Attachments(s): Information Contact: (1) Renewal Agreement Health Director's Office X2411 Telephone Number Hillsborough.-732-8181 Chapel Hill-968-4501 Mebane-227-2031 Durham-688-7331 Purpose: For the Board of County Commissioners to approve a Renewal Agreement between the Orange County Health Department(OCHD)and the Joint Orange-Chatham Community Action Agency(JOCCA)for the purpose of supporting the goals of the W.K.Kellogg Foundation Community Based Public Health Initiative project in Orange County. Background: JOCCA agreed to continue supporting a coordinator for the Teens in Power project,which is part of the Community Based Public Health Initiative based at the Efland-Cheeks Community Center. After the expiration of the last Agreement between OCHD and JOCCA on September 30, 1996,OCHD passed on to JOCCA a grant from the Greater Triangle Community Foundation in the amount of$10,000. These funds were intended to carry over the project until an additional grant was awarded from the W.K.Kellogg Foundation. The grant was awarded by Kellogg,but its allocation was delayed pending completion of reports from the previous grant. JOCCA continued to support the position,even after the expenditure of the$10,000 grant,until its own reserves were exhausted for this purpose on March 19, 1997. The Health Department has picked up the salary using lapsed salary funds from the CBPH Coordinator position. This Agreement allows reimbursement to JOCCA for their reasonable expenses from Health Department project grant funds. No County dollars will be involved in the payment. Recommendation: To approve the Agreement and authorize the contract to be signed.
