Attachment 2 5 <br /> C2095-5/97 <br /> REVENUE TECHNICIAN II <br /> GENERAL DEFINITION OF WORK <br /> Performs difficult technical work collecting delinquent taxes through foreclosures on real estate <br /> accounts and administering and maintaining bankruptcy cases for the County; does related work <br /> as required. <br /> Work is performed under general supervision. Supervision may be exercised over subordinate <br /> clerical and technical personnel. <br /> TYPICAL TASKS: <br /> Initiates and completes foreclosure proceedings following the procedure in North Carolina <br /> General Statutes 105-375; <br /> Prepares and mails initial letters of intent to foreclose; <br /> Performs title search of delinquent real property taxes; <br /> Prepares and files judgment with Clerk of Court and notifies property owners and all other <br /> interested parties; <br /> Sets advertisement date; advertises property; and prepares notice of sale for the Sheriff; <br /> Coordinates all post sale matters, including deed preparation; <br /> Administers and maintains bankruptcy cases,ensuring that all bankruptcy cases are in <br /> compliance with the U.S. Bankruptcy Code; <br /> Receives and reviews bankruptcy claim forms and processes all checks received from the <br /> Bankruptcy Trustee; <br /> Supports the collection of real estate accounts by researching properties split,merged or <br /> transferred; <br /> Researches and assists in solving land records and ownership discrepancies; <br /> Assists taxpayers,attorneys,real estate agents,and citizens with information; <br /> Assists in collecting taxes and processing gamishments; <br /> Performs related tasks as required. <br /> KNOWLEDGE& SKILLS AND ABILITIES: <br /> Thorough knowledge of title searching for use in in rem foreclosure proceedings;thorough <br /> knowledge of North Carolina's real estate practices and transactions including preparation of <br /> deeds and preparation of foreclosure documents;thorough knowledge of North Carolina's real <br /> property closing process and ability to communicate process to parties involved; ability to work <br /> with attorneys to resolve title problems and prepare proper notices; ability to interpret and <br /> analyze records found in the Register of Deeds and Clerk of Court Office; ability to establish and <br /> maintain effective working relationships with County officials and officials outside of County <br /> government. <br /> EDUCATION AND EXPERIENCE: <br /> Any combination of education and experience equivalent to graduation from a certified paralegal <br /> training program with an Associate of Arts degree in Paralegal Technology/Science and at least 2 <br /> years experience as a paralegal, legal secretary or related occupation or graduation from high <br /> school and at least 4 years experience as a paralegal, legal secretary or related occupation: <br />
