The attached resolutions would reinforce the <br /> positions of the North Carolina Association of County Commissioners(NCACC) on several <br /> important bills. If adopted,the resolutions would be transmitted to the members of the Orange <br /> County legislative delegation and the Association of County Commissioners. A brief summary of <br /> the legislative proposals is provided below, in the accompanying background material from the <br /> North Carolina Association of County Commissioners, and in the resolutions. Full text of the <br /> current versions of the bills under consideration in the General Assembly is also attached as <br /> information. <br /> • House Bill 499: Would authorize real estate trade associations and Multiple Listing Services <br /> operated by real estate trade associations to enjoy an exemption previously reserved only for the <br /> news media. Publication of Geographical Information Systems(GIS) data by real estate trade <br /> associations and MLS would not be considered as use for trade or commercial purposes (under <br /> exasting legislation, counties can require persons obtaining copies of GIS data to agree in writing <br /> not to use the data for trade or commercial purposes). The NCACC opposes this bill because it <br /> would inappropriately make public purpose information available to private for-profit <br /> organizations with no provision to reimburse the public for its costs of developing this <br /> information. <br />
