2 <br /> MEMORANDUM <br /> To: BOCC and Manager <br /> From: Alice Gordon <br /> Subject: Schools and Land Use Council (one per school district) <br /> Date: December 6, 1996 <br /> Background In Orange County, a number of elected officials make <br /> decisions that affect schools. The towns and county make land use <br /> decisions and approve developments which can increase the <br /> numbers of school children. The school boards are responsible for <br /> school policy and school buildings, while the county is responsible for <br /> providing adequate school facilities. It would be good public policy <br /> to coordinate the efforts of these jurisdictions, and to that end the <br /> following two committees are proposed. <br /> Purpose: To advise the Board of Commissioners concerning growth <br /> and land use issues relating to schools. <br /> CbaMe: To develop a coordinated plan for approving developments, <br /> accounting for the impact of the developments on school capacity, <br /> siting schools, and building schools to meet demonstrated need in a <br /> timely manner. After the plan is developed and approved by the <br /> participating jurisdictions, the council would meet as needed to <br /> advise the BOCC concerning the implementation of the coordinated <br /> plan, and related issues. The council could provide advice and share <br /> information with all affected jurisdictions, as requested. <br /> Membership: The minimum number of members would be as shown <br /> below, and the maximum would be one more member per <br /> jurisdiction. The representatives for each jurisdiction would be <br /> elected officials chosen by that jurisdiction. <br /> (1) Orange County School District:' 1 Hillsborough Town <br /> Commissioner, 2 Orange County School Board members, 1 County <br /> Commissioner <br /> (2) Chapel Hill-Carrboro School District: 2 Chapel Hill Town <br /> Council members, 2 Carrboro Board of Aldermen, 2 CHCCS School <br /> Board members, 1 County Commissioner <br /> Implementation: Ascertain the interest of other jurisdictions and ask <br /> for the appointment of members, if a jurisdiction is interested. <br /> Develop a time schedule for the development of a coordinated plan. <br />
