1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: May 6, 1997
Action Agenda
Item No.
SUBJECT: School Facilities
DEPARTMENT: County Manager PUBLIC HEARING: (Y/N)
BUDGET AMENDMENT: (Y/1)
ATTACHMENT(S): INFORMATION CONTACT:
School Construction Standards Report John Link, x2300
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 9684501
Durham 688-7331
Mebane 227-2031
PURPOSE: To discuss various policy issues related to public school facilities in Orange County.
BACKGROUND: Discussion related to school facilities is suggested on the following topics:
• Status of the School/Park Concept: General policy direction may be given to the County
Manager and Superintendents for school/park siting criteria at this May 6 meeting. The
County/Town Managers' report to the governing bodies concerning options for the coordination
of Parks&Recreation services throughout Orange County, will be presented at the May 21
County Commissioners meeting, and will address school/park siting. The County Manager and
Superintendents can develop criteria for school/park siting to be presented to the County
Commissioners in August 1997, in the form of a resolution or ordinance.
• Agreements to Use School Facilities for Community Use: The boards may wish to provide
direction to the County Manager and Superintendents on how formalized agreements might be
put in place to ensure that when space for community use of schools is specifically budgeted in
school construction/expansion/modification projects, that guarantees for community use of
school facilities for after school programs, recreation, and/or other uses, are documented.
• Siting of New Schools: No criteria have been established to guide the school site selection
process. The boards may wish to discuss some of the aspects (e.g. size, environmental impacts,
accessibility, traffic impacts, etc.)that should be considered in any school siting decision. The
County Manager and the Superintendents could then prepare school siting criteria policy (which
would include school/park considerations) for action by the Board of Commissioners and
Boards of Education in August 1997.
