7 <br /> At the upper end of the range, the distribution of the proposed bond is as follows: <br /> CHCCS 44.3% <br /> I <br /> Parks 2.0% <br /> ounty 3.3% <br /> Efland Sewer 2.0% <br /> Afford Housing 3.0 <br /> Senior Centers 4.4% <br /> OCS 41.0% <br /> The Task Force used the tier B costs for elementary and middle schools, which provides for <br /> community use of the facilities (see Appendix D). Annual costs were increased by five percent <br /> of the construction costs for each year until the project is bid. Since no high school standards <br /> were studied and adopted by the Board of County Commissioners, the Task Force accepted the <br /> estimates of the Orange County Schools and used $25 million for this facility. <br /> The costs of the senior centers, recreation projects, affordable housing and Efland Sewer were <br /> based on estimates made by County staff. A complete listing of all the projects is shown at <br /> Appendix B. <br /> The general fund tax rate impact of the Task Force's recommendation is between 3.5 and 4.0 <br /> cents per $100 of assessed valuation. To the property owner of a $100,000 house, this equals <br /> between $35 and $40 per year. <br /> 5 <br />
