Among other services, the SportsPlex provides an indoor
aquatics complex with competition, recreation, and wading pools; a full size rink for ice skating and
hockey; and a fitness center with cardiovascular and weight training equipment. The County and
OCCAC have an operating agreement under which the County pays $400,000 annually for 10 years
to the SportsPlex, which provides a comprehensive aquatics recreational program. After the
construction debt for this facility is paid, title to the facility will pass to Orange County under the
terms of the financing arrangement under which the facility was capitalized. The Orange County
Board of Commissioners appoint one less than a majority of members to the OCCAC Board of
Directors, under the terms of the agreement between the County and the OCCAC.
In addition to the attached report, an oral presentation will be made by the Board of Directors and
Recreational Management Services Corporation(RMSC), which has been operating the SportsPlex
since June 1996 under an agreement with the OCCAC.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as
information.
