The committee was charged with assessing the status
of the County's ground water resource, in terms of quantity and quality, in general
conformance with the provisions of the County's adopted ground water resource
goal.
In accordance with its charge, the WRC worked with the US Geological
Survey to develop a proposal for a first step or initial phase of a ground water
investigation. This initial phase was intended to utilize an analysis of ground water
recharge to streams to provide a broad summary of baseline information on the
quantity of ground water in the different drainage basins and sub-basins of the County.
The investigation's approach to evaluating the resource on a drainage basin-by-basin
approach toward was intended to a provide better general understanding of ground
water availability. It was not intended to provide data that would allow for site-specific
estimates of ground water quantity. The proposal for the initial or phase one portion of
the ground water investigation was authorized by the BOCC on March 21, 1995. The
USGS report on this investigation, entitled"Ground Water Recharge to the Regolith-
Fractured Crystalline Rock Aquifer System, Orange County,NC", was formally
presented to the BOCC on December 2, 1996.
