3 <br /> On April 2, 1997 the Planning Board, in a 9 to 2 vote, recommended approval of <br /> the Class A Special Use Permit Application per the attached findings with the <br /> following conditions: <br /> 1. All vegetation within the 100 foot buffer shall remain undisturbed. A waiver <br /> of the 100 foot buffer shall be provided along the property line next to the <br /> existing landfill. <br /> 2. Yard Waste,mulch and recyclables shall be kept in the designated area as <br /> indicated on the site plan. Land within this designated area not in use shall be <br /> seeded, repaired and maintained. <br /> 3. The maximum amount of recyclables stored on the site at any one time shall <br /> include the following: 12 tons of white appliances, 500 tires and 6 roll-offs <br /> for storage of scrap metal. <br /> One Planning Board member was concerned with the definition of public <br /> necessity for this use. The other Planning Board member was concerned with the <br /> effect this would have on contiguous property. (See attached Planning Board <br /> minutes.) <br /> RECOMMENDATION: The Administration recommends the County Commissioners close the Public <br /> Hearing and approve the Class A Special Use Permit per the Planning Board <br /> recommendation. <br />
