2 <br /> Access to the site will be provided through the existing landfill. There will be no <br /> direct access to Eubanks Road. <br /> A 100-foot buffer will be provided around the perimeter of the site, except along <br /> the eastern border, next to the existing landfill. The Chapel Hill Planning <br /> Department indicated concern with landscaping on the property. The Orange <br /> County Planning Staff inspected the property and found all landscape standards <br /> are met. The wooded area along Eubanks Road has been shown on the site plan. <br /> Vegetation will not be disturbed as the building construction area will be <br /> approximately 90 feet away. A condition of approval has also been added to <br /> insure that all vegetation within the 100 foot buffer will remain undisturbed. In <br /> the 100 foot buffer along the western property line (referred to as internal buffer <br /> areas in the Chapel Hill letter)there are young mixed hardwoods approximately 6 <br /> feet in height that meet the landscaping buffer requirements. Land within the <br /> designated storage area for yard waste,mulch and recyclables will be seeded, <br /> repaired and maintained. <br /> The hours of operation of the site will be from 7:00 a.m. to 4:00 p.m. Monday <br /> through Friday, and 8:30 a.m. to 12:00 noon on Saturday. Gayle Wilson, Director <br /> of Solid Waste Management for Chapel Hill, has indicated this building is needed <br /> immediately for repair of the vehicles at the landfill, it is not an expansion of the <br /> landfill and would therefore not involve any landfilling activity. The existing <br /> landfill will be used through the year 2004 or 2005 and would have to be <br /> monitored for 30 years after that,therefore this building will be needed for many <br /> years. <br /> Febru v 24 1997 Public Hearing Comments <br /> Harold Harris spoke in favor of the request indicating that at the present time they <br /> do not intend to recycle white goods or any other metals, but they would like to <br /> have the option to use this land for the purpose of recycling. <br /> Ms. Inna Deng Johnson requested that the landfill not be expanded. She indicated <br /> it would be a better idea to have the question of siting the new landfill answered <br /> prior to any additional building on the site. <br /> Draft minutes of the hearing are attached. The application was referred to the <br /> Planning Board for a recommendation to be returned to the Board of <br /> Commissioners no sooner than April 1, 1997. <br />
