Gayle <br /> Wilson,Director of Solid Waste Management for Chapel Hill,has <br /> indicated this building is needed for immediately for repair of the <br /> vehicles at the landfill,it is not an expansion of the landfill and would <br /> therefore not involve any landfilling activity. The existing landfill will be <br /> used through the year 2004 or 2005 and would have to be monitored for <br /> 30 years after that,therefore this building will be needed for many years. <br /> February 24, 1997 Public Hearing Comments- <br /> Harold Harris spoke in favor of the request indicating that at the present <br /> time they do not intend to recycle white goods or any other metals,but <br /> they would like to have the option to use this land for the purpose of <br /> recycling. <br /> Ms. Inna Deng Johnson requested that the landfill not be expanded. She <br /> indicated it would be a better idea to have the question of siting the new <br /> landfill answered prior to any additional building on the site. Draft <br /> minutes from the public hearing are included as attachments to these <br /> minutes on pages . The application was referred to the <br /> Planning Board for a recommendation to be returned to the Board of <br /> Commissioners no sooner than April 1, 1997. <br /> The Planning Staff recommends approval of the Class A Special Use <br /> Permit Application per the findings(attachment to these minutes on <br /> pages and three conditions: <br /> 1.All vegetation within the 100 foot buffer shall remain undisturbed.A <br /> waiver of the 100 foot buffer shall be provided along the property line <br /> next to the existing landfill. <br /> 2.Yard Waste,mulch and recyclables shall be kept in the designated area <br /> as indicated on the site plan.Land within this designated area not in use <br /> shall be seeded,repaired and maintained. <br /> 3.The maximum amount of recyclables stored on the site at any one time <br /> shall include: 12 tons of white appliances,500 tires and 6 roll-offs for <br /> storage of scrap metal. <br /> Strayhorn asked who would be checking the site for compliance. Willis <br /> responded that periodic checks would be made by the Planning Staff using the <br /> list of conditions as a guide. Also,Staff would respond to citizen complaints. <br /> Katz expressed concern with spending tax money on a 4000 square foot <br /> building that may only have a life of 7 or 8 years. He asked the current time <br /> table on making a decision on the new landfill and what kind of hardship will <br /> be created if this issue is tabled until the landfill decision is made. Willis <br /> responded that she could not answer the question of the time table for the new <br /> landfill. In terms of the need for the building itself, it would still be used <br /> during that 30-year monitoring period that would follow the closing of the <br />
