Fikes <br /> Resolution TELEPHONE NUMBERS: -- ext. 2490 <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: <br /> To adopt a resolution approving the Consolidated Housing Plan Annual Update and approve the <br /> proposed HOME Program Activities for 1997-98. <br /> BACKGROUND: <br /> In 1995, a Consolidated Plan for Housing and Community Development Programs in Orange County <br /> was developed and approved by the U.S. Department of Housing and Urban Development (HUD). <br /> This document details the housing needs of very low, low income and moderate income families and <br /> special population groups in addition to outlining the strategies and plans for addressing those needs. <br /> The Consolidated Plan is required for all communities receiving HOME funds(Orange County) and <br /> CDBG entitlement funds (Chapel Hill). <br /> Each year, local communities are required to submit an Annual Update to the Consolidated Plan by <br /> May 15, 1997. This Update includes the 1997-98 Community Development Plan for the Town of <br /> Chapel Hill and the 1997-98 HOME Program Action Plan for the Orange County HOME <br /> Consortium. Public hearings were held by the Chapel Hill Town Council on January 29 and by the <br /> BOCC on March 5, 1997 to receive citizen comments regarding the Update prior to development. <br /> The Update has now been developed and the established comment period is April 1 - 30, 1997. In <br /> order to inform the general public of this opportunity and encourage participation, a Notice of Public <br /> Comment was placed in the Chapel Hill Herald. A copy of the plan is included under separate cover. <br /> Further, in accordance with the Orange County HOME Consortium Agreement approved in June <br /> 1996, as amended, the HOME Program Design for each year must be approved by all jurisdictions <br /> prior to submission to HUD. Carrboro is scheduled to consider approval on May 6, Chapel Hill on <br /> April 28, and Hillsborough on May 12. <br />
