2 . <br /> A RESOLUTION AFFIRMING ORANGE COUNTY'S <br /> OPPOSITION TO THE PLANNED NC 751 CONNECTOR AND <br /> WHEREAS, the Durham-Chapel Hill-Carrboro Urban Area Thoroughfare Plan depicts the <br /> planned northward extension of NC 751 to connect US 70 with I-85 (The "NC 751 <br /> Connector" ); and <br /> WHEREAS, the NC 751 Connector is not depicted nor endorsed by any of the mutually <br /> adopted Thoroughfare Plans by Orange County and the North Carolina Board of <br /> Transportation; and <br /> WHEREAS, on January 16, 1995,the New Hope Creek Advisory Committee discussed the <br /> planned connector road to NC 751 and identified as concerns the possible impacts on: <br /> 1) The NC 751 Scenic Road; <br /> 2) The Duke Forest research lands west of NC 751; <br /> 3) The New Hope Creek Corridor and tributaries including Mud <br /> Creek and Sandy Creek; and <br /> WHEREAS, on March 18, 1997 the Board resolved to pursue the deletion of the NC 751 <br /> Connector from the Durham Municipal and Durham-Chapel Hill-Carrboro MPO <br /> Thoroughfare Plans; and <br /> WHEREAS, the Board has adopted both general and specific plans to promote the orderly <br /> growth and development of the area within Orange County, none of which endorse the <br /> construction of the NC 751 Connector; and <br /> WHEREAS, although some adopted plans depict the NC 751 Connector, it was not the intent <br /> of the Board to endorse the construction of the facility, but rather to promote a <br /> comprehensive system of bicycle and pedestrian facilities within Orange County; <br /> NOW, THEREFORE, BE IT RESOLVED THAT: <br /> 1. The Orange County Board of Commissioners does hereby with this resolution affirm that <br /> the Board unanimously opposes the planned NC 751 Connector, and <br /> 2. The Board directs the Orange County Planning Board to pursue the timely deletion of any <br /> mention or depiction of the planned NC 751 Connector from all previously adopted plans <br /> including but not necessarily limited to, the EDD Design Guidelines, the New Hope <br /> Corridor Open Space Master Plan, the Land Use Element of the Comprehensive Plan, <br /> and the Joint Planning Land Use Plan through the proper and customary procedures, and <br />
