z <br /> TO: Board of County Commissioners <br /> FROM: Wilbert McAdoo <br /> RE: Integrated Solid Waste Management Plan <br /> DATE: April 4, 1997 <br /> The Landfill Owners Group (L.O.G.) at the March 26, 1997 meeting requested that the Orange <br /> County Board of Commissioners (BOCC) provide additional guidance on the Integrated Solid <br /> Waste Management Plan. The local Integrated Solid Waste Management Plan will be used for <br /> development and adoption of a plan to meet the North Carolina Statutory requirements for a <br /> Solid Waste plan from each local government. The requirements of the state plan are broader <br /> and require submittal of far more background information than the integrated plan currently <br /> under consideration by the Landfill Owner's Group. <br /> The current proposed Integrated Solid Waste Plan is as follows: <br /> Proposed integrated solid waste plan <br /> Vewi: Co <br /> ._.. .. <br /> • Differential Landfill Fees • Universal collection of • Commingled Materials <br /> recyclables from all sectors Recovery Facility (MRF) <br /> • Public Education --------------------------------------- with capacity to accept <br /> source separated materials <br /> • Non-Economic Incentives (To be decided by individual • Centralized Organics <br /> governments) Composting to handle MRF <br /> ---------------------------------- <br /> • Convenience centers for mixed paper residuals and <br /> (To be decided by individual <br /> rural residential solid other organics (deferred <br /> governments.) waste) until outcome of current <br /> • Collection Bans • Yard waste and bulky items work with TJCOG and <br /> (for a fee?) others is complete) <br /> • Volume based fees • Universal At-the-Source - <br /> solid waste collection for • Mulching facility to handle <br /> urban commercial and yard and wood waste <br /> residential sectors (already in place) <br />
