10 <br /> MEM0RANDUM <br /> TO: Carrboro Mav_ or and Board of Aldermen <br /> Chapel Hill Mayor and Town Council <br /> Hillsborough Mayor and Town Board <br /> Orange County Board Chair and Commissioners <br /> FROM: Don Willhoit, Landfill Owners Group Chair <br /> DATE: June 13 , 1996 <br /> SUBJECT: Selecting an integrated solid waste management system <br /> At their May 18 meeting, the Landfill Owners Group established an <br /> outline of an integrated solid waste system for the member <br /> governments to' consider. This outline is similar to the system <br /> previously selected by the Owners Group. The Owners Group <br /> requested that the member governments review the proposed system <br /> and recommend changes by July 1. The Owners Group will receive <br /> comments at their July 11 meeting. <br /> The Owners Group requested that the local governments do the <br /> following:- <br /> 1. Review the system as recommended and recommend any changes. <br /> 2 . Provide feedback and recommendations on selecting unit-based <br /> pricing v. collection bans (mandatory recycling) coupled with <br /> differential landfill fees as the primary waste prevention <br /> strategy. We note that either of these strategies would be <br /> coupled with public education. <br /> 3 .
