If an appointee, in any calendar year, has anexsused-absences which constitute more <br /> than 25 percent of the regularly scheduled Board meetings which he or she is required to attend <br /> he or she is obligated to resign, The Board of <br /> Commissioners may consider extenuating circumstances <br /> .
