39 <br /> Completion of National Register Nomination for the Cedar Grove Rural Historic District <br /> July 17, 1996 <br /> Page Three <br /> Gaining Community Support. Before beginning the nomination process, we believe the <br /> Commission should confirm support for a National Register nomination within the Cedar <br /> Grove crossroads community. As you are aware, under federal law, a proposed historic <br /> district will not be nominated to the National Register if a majority of property owners <br /> opposes such a designation <br /> (see attached National Register Fact Sheet #5). Community support could be gauged by <br /> (1) sending letters of interest with information packets to Cedar Grove crossroads area <br /> residents; and (2) conducting a Historic Preservation Commission meeting in Cedar <br /> Grove. Letters of interest should indicate the date, time and place of the meeting, which <br /> could be held in conjunction with the Commission's September meeting. <br /> Consultant Selection Process. After completion of the meeting, the Commission could <br /> report to the Board of Commissioners and recommend the County proceed with <br /> completion of the National Register nomination. The first step would be to send a <br /> Request for Proposals to a list of consultants approved by the State Historic Preservation <br /> Office. Planning Staff will review the RFPs received and provide them to the Commission <br /> for review. The Commission will forward their selection recommendation to the Board of <br /> Commissioners. <br /> A draft Request for Proposals is attached. The draft specifies that a consultant shall <br /> determine historic area boundaries and evaluate the landscape elements; expand the <br /> research of area historic structures; evaluate the significance and historical integrity of the <br /> landscape and built environment; apply the National Register criteria and prepare the <br /> National Register forms. The work would also include the required photography for the <br /> nomination forms and preparation of a color slide presentation. The consultant would also <br /> be expected to attend community information meetings and public hearings on the <br /> proposed nomination. <br /> Proiect Schedule. The following schedule for the project is anticipated: <br /> September 1996 HPC holds monthly meeting in Cedar Grove, prepares <br /> report and recommendation for the Board of <br /> Commissioners. <br /> October 1996 BOCC recommends proceeding with project, approves <br /> RFP. RFPs distributed to SHPO's list of approved <br /> consultants. <br /> November 1996 HPC recommends selection of consultant. <br /> 3 Attachment#7 <br />
