White also thanked Reverend Ira <br /> Smith for allowing the Commission to use the meeting room in the Cedar Grove United <br /> Methodist Church. White then thanked Shannon Sexton, who developed the initial manuscript <br /> for her masters thesis which is based on the Cedar Grove Crossroads. White thanked Mrs. <br /> Virginia Boland, Mrs. Lois Hughes, Mrs. Catherine McDade, Mrs. Frances Griffin, Mrs. Estelle <br /> Haley and the members of the Eno Presbyterian Ladies quilting group,who were kind enough to <br /> allow Shannon to have interviews with them and Shannon was able to get a lot of the wonderful <br /> history of this community. It is all recorded in Shannon's master's thesis, which is the UNC <br /> Planning Department Master's Degree thesis. The Commission members then introduced <br /> themselves. <br /> AGENDA ITEM#5: SPECIAL PRESENTATION: PROPOSAL TO PLACE THE <br /> CEDAR GROVE CROSSROADS AREA ON THE <br /> NATIONAL REGISTER OF HISTORIC PLACES <br /> a. Your Historic Preservation Commission-It Mission,Goals and Objectives <br /> White gave a general overview of what the Commission is doing, what it has done and what it's <br /> goals are and its mission statement so the guests will know how the Commission evolved. <br /> Orange County has had an inventory of natural sites, wildlife sites, watersheds and this type of <br /> thing for many years,but they did not have any kind of architectural/archeological inventory. No <br /> one knew what was out there. With the challenge to growth that Orange County has been facing <br /> over the last few years, the County Commissioners thought that we should at least know what is <br /> out there. Five and one-half years ago the County Commissioners passed an Orange County <br /> Historic Preservation Ordinance which then gave birth to this Commission to do a variety of <br /> duties. Some of those duties include an inventory of all the properties 54 years old or older of <br /> historical architectural, cultural and archeological interest. Another of the Commission's duties <br /> is to recommend those properties that are significant and are such that they can be designated <br /> historic districts or landmarks. That whole process is to be part of an on-going government <br /> process to protect and secure the treasures of Orange County. The Commissioners are not tuned- <br /> in to the needs of the community at-large in terms of the historic property. The Historic <br /> Preservation Commission is charged with educating the public about what we do, what is out <br /> there for the O mge County citizens and to be of some technical service in terms of restoration. <br /> The final dutr*ut the Commission had was to prepare a Preservation Element. This is a book of <br /> "how to do it" bow to preserve these sites technically and legally; what the procedures are that <br /> have to be followed,the guidelines that are needed in order to effectively produce preservation as <br /> an item in Orange County. With the help of many consultants,the Historic Preservation Element <br /> was prepared, which is an element of the Orange County Comprehensive Land Use Plan. <br /> Together, the County Commissioners and the Planning Staff have now the tools by which they <br /> can preserve that part of the inventory that is significant. <br /> 2 Attachment#5 <br />
