Franch,Environmental Chemist, <br /> Superfund Section <br /> SUBJECT: Orange County Community Development Block Grant for Efland Estates <br /> I have completed the review of the attached information on the subject project for the <br /> proximity to CERCLIS or inactive hazardous waste sites. The subject block grant intends to provide <br /> financial assistance to expand public water and sewer with street paving for a nine single family unit <br /> subdivision,known as Efland Estates. The 4.67 acre subdivision is being developed by Habitat for <br /> Humanity of Orange County. Two CERCLIS sites were located in the project vicinity within a four- <br /> mile radius. <br /> The White Furniture Company Site(NCD 003 220 969) is located four miles west of the <br /> subject project in Mebane. A 10,000 square foot area where drums were stored has contaminated <br /> surface soil consisting of metals and polycyclic aromatic hydrocarbons. Metals were also found on <br /> site in subsurface soils, sediment samples, surface water and groundwater. Polycyclic aromatic <br /> hydrocarbons were only found in surface soils and sediments. Since receptors are distant from this <br /> contamination,this site has been removed from the CERCLIS list. The NC Inactive Hazardous Sites <br /> Branch is reviewing the voluntary remediation initiated by White Furniture Company that is in <br /> progress. <br /> The General Electric Company/Mebane Operations Site (NCD 057 037 194) is located 2 <br /> miles southwest of the subject project. GE buried wastewater sludge from electroplating in unlined <br /> trenches on the site. Barium and zinc were found in groundwater. Ditch sediments indicate <br /> chromium and a=smic contamination. This site has received a federal status of No Further Remedial <br /> Action Planned. The NC Inactive Hazardous Sites Branch and GE have negotiated an Interim <br /> Removal Action to excavate these trenches which is now underway. <br /> After reviewing the file information,I believe it is unlikely that the project will affect the site <br /> or vice versa.
