Fikes <br /> Combined Notice TELEPHONE NUMBERS: -- eat. 2490 <br /> Request for Release of Funds Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: <br /> 1) To approve the Environmental Assessment Checklist and authorize the Chair to sign the <br /> document on behalf of the Board; <br /> 2) To authorize publication of a Combined Notice to the Public of No Significant Impact on the <br /> Environment and Notice to the Public of Request for Release of Funds; and <br /> 3) To authorize the execution of the Request for Release of Funds for the Efland Estates CDBG <br /> Program. <br /> BACKGROUND: <br /> In August 1996, the County was granted $145,750 in Community Development Block Grant <br /> (CDBG) funds to provide the public water and sewer and street paving for a small, nine (9) single <br /> family unit subdivision being developed by Habitat for Humanity of Orange County, Inc. in the <br /> Efland community. As a condition of the County's CDBG award, the N.C. Department of <br /> Commerce requires that an Environmental Review Checklist be completed by the grantee. <br /> County staff has completed this checklist and determined that the proposed project will have no <br /> significant impact on the present environment. The Environmental Review Checklist has been <br /> completed to document the stafl's finding. This document must be approved by the Board of <br /> County Commissioners and executed by the Chair prior to submission to the N.C. Department of <br /> Commerce. Having completed the Environmental Checklist, the County can request the release of <br /> funds for this activity utilizing the attached Request for Release of Funds form. <br /> Further, the County is also required to publish a Notice of No Significant Impact on the Environment <br /> and Notice to Public of Request for Release of Funds. The notice is attached in the format <br /> prescribed by the State Community Development office. Upon approval, this notice will be <br /> published on or about April 3, 1997 in the Durham Morning Herald. The public will have a 15 day <br /> comment period. <br />
