After receiving public <br /> comments and conducting deliberations,the Board provided direction to the County Attorney to <br /> draft several proposed bills. The Board also asked the Attorney to draft a document that would <br /> convey the Board's support for various legislative initiatives of statewide applicability. <br /> The attached"Resolution Regarding Legislative Matters" (see pages 3-11) incorporates by reference <br /> draft legislation prepared by the Attorney on the following subjects: <br /> • authorizing Orange County to levy an excise tax on instruments conveying real property in <br /> Orange County <br /> • authorizing Orange County to adopt an entertainment tax on events at large facilities in Orange <br /> County <br /> • adding the status of heterosexuality,homosexuality, and bisexuality to those classifications <br /> authorized protection by a County civil rights ordinance <br /> • clarifying the authority of Orange County to regulate the use, storage, disposal, and labeling of <br /> pesticides in certain areas <br /> The resolution also indicates Board support for the following statewide initiatives: <br /> • the Governor's Smart Start program and his proposal to expand its availability in North Carolina <br /> • authorizing counties to levy excise taxes on instruments conveying real property <br />
